SW International held its International Partners Conference 2023, hosted by SW Indonesia, in Jakarta, Indonesia, from 23 to 25 May 2023. The conference brought together over 130 SW partners across the world.

This year’s theme, “Sustainable Quality Growth in a Challenging World”, aimed to provide delegates with opportunities to understand the changes taking place in the global market, and identify new opportunities globally through improved collaboration and communication among member firms.

Mr. Michell Suharli, CEO of SW Indonesia, expressed his warm welcome to all the partners who participated in the conference and highlighted the growth potential for SW Indonesia. “We are honored to host this year’s International Partners Conference in Jakarta and provide our Partners with one of the most thrilling experience to explore the beauty and uniqueness of Indonesia. This conference created a platform for us to shed light on varied topics including global network, geopolitical future and digital innovation. 4 new member firms, including Chile, Turkey, Saudi Arabic and Spain gave an introduction about their firms and deliberated on the strengths and opportunities of the regional markets.

The conference program included panel discussions and breakout sessions on specific topics such as future services across ESG, technologies and wealth management, international collaboration and referrals, audit quality control policy, taxation for multinational companies, consulting services, management strategies, etc.

This conference was designed to further strengthen relationships among member firms and develop the future through sustainability, quality, innovation and collaboration. Overall, the SW International Partners Conference 2023 was a resounding success, enabling our partners to come together to develop strategies to navigate the ever-changing global market.

关于境外供应商登记(OVR)制度及其延伸

新加坡自2020年1月1日起实施境外供应商登记(OVR)制度，该制度规定当新加坡以外的供应商全球年营业额超过100万新币，并向新加坡无消费税登记客户(B2C供应商)提供超过10万新币的数字服务时，须登记、收取和说明消费税。

哪些是数字服务？

通过互联网或其他电子网络提供的服务
几乎不需要人工干预的自动化信息技术
例如：
a. 可下载的数字内容（如移动应用程序、电子书）
b. 以订阅方式提供的媒体（如新闻、杂志、电视节目、音乐）
c. 软件程序（如软件、驱动程序、网站过滤器和防火墙）
d. 电子数据管理（如网站托管、在线数据仓库、云存储）
e. 通过电子方式提供的支持服务（如手续费、使用费、服务费)

电子市场

电子市场是一种允许供应商通过电子方式向客户提供供应的媒介。

-包括通过网站、互联网入口、网关、分销平台或任何类型的电子接口运营的市场，但不包括支付处理程序或互联网服务提供商。

-在一定条件下，某些本地或境外电子市场可视作为境外供应商提供数字服务的供应商。在这种情况下，须登记消费税的是电子市场的经营者，而不是境外供应商。

关于境外供应商登记制度的延伸

自2023年1月1日起，进口的非数字服务和低价值商品也将作为境外供应商登记制度的延伸受到消费税的影响。这样一来，所有进口服务的B2C供应，无论是数字的还是非数字的，即使服务可以远程提供和接收（即“远程服务”），都将从2023年1月1日开始征税。

根据境外供应商登记制度的延伸，所有新加坡以外的供应商：

i. 全球年营业额超过100万新币

ii. 向新加坡无消费税登记客户提供远程服务(包括数字和非数字服务)和低价值商品的B2C服务超过10万新币，须在新加坡登记消费税。

低价值商品的定义

新加坡国内税务局对低价值商品的定义是，在销售时间点：

根据《海关法》第11条规定不纳税或可以免税的
不可豁免征收消费税的
存放在新加坡境外，必须通过航空或邮政运送到新加坡的
其价值不超过400新币的消费税进口补助门槛的

“销售时间点”是指境外供应商发出订单确认书的时间，或与消费税审计官商定的时间。

这意味着什么？

如果您是向新加坡无消费税登记客户提供远程服务的境外供应商或电子市场，您可能要按照自2023年1月1日起生效的境外供应商登记制度的延伸来登记消费税。

新加坡国内税务局还依据境外供应商登记制度的延伸向可能要登记消费税的境外公司发送电子邮件/信件，例如向新加坡无消费税登记的相关公司提供远程服务的境外总部或子公司。

The Annual International Partners Conference shined a spotlight on ShineWing’s new brand 25 Nov 2021

SW held its 6th annual International Partners Conference on 9 and 10 November 2021, attended by over 200 partners from 16 countries and regions. The 2-day on-line conference featured the theme of “Transformation of cross-border collaborations in a post-pandemic world”, focusing on key strategic collaborations among member firms to seize new opportunities globally.

New look of SW

Our new SW brand was unveiled to the world during the conference, highlighting a major milestone in the rapid growth of SW’s global network while maintaining continuity in our history and strengths.
The rebrand is reflective of our current journey towards developing into a world-leading brand in professional services.

Transformation in the right time

Chairman Zhang Ke said, “The pandemic wreaked great havoc on the whole world, hindering the process of globalization. The growth of global economy has therefore stagnated. However, such will further accelerate the shift of the center of world economy to East Asia in the post-epidemic world. I believe China will continue to play a prominent role in the near future. This will indeed open up new markets and enable numerous transnational opportunities for the growth of SW.”

He felt optimistic about the globalization of the Chinese accounting profession, along with the significant progress in accounting practices in China.

Knowledge sharing to build a future with opportunities

Over the conference, there was a panel discussion on international co-operation and business referrals. A number of breakout sessions were held, covering different topics such as building a robust quality management framework, enhancing cross-border referrals and understanding opportunities in the China Greater Bay Area, etc.
